Harvey Rose formed the Harvey M. Rose Accountancy Corporation (HMRAC) in 1979 after the voters of San Francisco approved a charter amendment allowing the City and County of San Francisco to contract out services when a private firm can provide the same services staff at less cost.  At that time, Harvey Rose headed San Francisco's Budget Bureau, a civil service office.  Harvey formed HMRAC as a private corporation to provide the same services, while producing an immediate savings in excess of $200,000 for the City and County of San Francisco.

Over the years we changed our name to Harvey M. Rose Associates, LLC (HMR), expanding our staff and our geographic reach in order to provide management consulting services to numerous other governing bodies, county administrators, civil grand juries, and city managers.  We now maintain offices in San Francisco and San Jose, and our client list spans the Western United States and beyond.

30 years later, HMR and its joint venture partners continue to produce annual savings for San Francisco, while also continuing to provide a consistent level of service to the San Francisco Board of Supervisors.
