The Harvey M. Rose Associates, LLC (HMR) was formed after the voters of San Francisco approved a charter amendment which allows the City and County of San Francisco to contract out for services to a private firm if it can provide the same services as civil service staff at less cost. At that time, San Francisco´s Budget Bureau was a civil service office headed by Harvey Rose. However, by forming a private corporation to provide the same services, Harvey Rose and his staff have been able to produce annual savings in excess of $200,000 for the City and County of San Francisco, primarily by reducing mandatory civil service costs such as pension costs. HMR has expanded its staff in order to provide management consulting services to numerous other governing bodies, county administrators, civil grand juries, and city managers, while continuing to provide a consistent level of services to the San Francisco Board of Supervisors.
